Educator Preparation Candidate Transfer Form
The Admission Process
- Complete the Alternative Teacher Certification Program Application.
- Schedule your information session.
- Possess a TEA (ECOS) account.
- Huston-Tillotson ATCP requires a passing PACT Score before the admission interview in the following cases:
- If the applicant has a GPA 2.75 GPA or
- If the applicant has not completed at least 12 semester credit hours in the subject area of the certificate the applicant is seeking (15 hours if seeking certification in math or science above 7th grade).
- To register for the PACT:
- Select Pre-Admission Content Exam for all content areas except for Test for EC-6 and Special Education.
- Pre-Admission Content Exam or Pre Admission Test (EC-6 & Special EducationEC-12)
- New and former students returning to HT will need to apply to Huston-Tillotson University and complete the Student Data Information.
- Send all official transcripts to atcpadmission@htu.edu. At least one transcript must show that a baccalaureate degree was awarded, a GPA for of 2.5 on a 4.0 scale overall of in the last 60 hours taken. Transcripts are required from all institutions supporting transferred hours.
- Send the ATCP Professional Reference Recommendation Form link to three individuals listed as your professional references.
- Email professional resumes to atcpadmission@htu.edu.
- Accept the invitation and participate in a virtual face-to-face ATCP Admission Interview.
- Schedule an appointment with the Business Office and Financial Aid offices for information regarding your financial responsibilities, financial aide, and the Teach Grant.
After the information session and upon receipt of the ATCP Admission Application, references, TX PACT Scores, and all transcripts, a 30–45-minute interview will be scheduled. The interview requires a score of 70%. A TEA Transfer Form is required from all applicants transferring from another Educator Preparation Program.
Applicants should expect a Decision Letter within three business days of the interview. An acceptance letter or a denial letter to the candidate via Adobe Doc-U-Sign will be sent to the applicant within 7 days of the interview.
Applicants denied may reapply after resolving the cause for being denied or appeal by submitting a written appeal to the director within 10 business days of receipt of the decision letter.
Candidate Transfer: Applicants transferring from another alternative teacher certification program must submit their TEA Candidate Transfer Form from the releasing EPP before the scheduling of the HT interview. Transfer applicants must pay the full cost of tuition and fees for the program. Applicant’s transcripts will be evaluated on an individual basis. Transferring EPP documented hours/credits are subject to review and are not automatically accepted for HT ATCP Credit.
After Signing The Acceptance Letter
We can only admit students to the EPP Alternative Teacher Certification Program only after receiving the signed ATCP Acceptance Letter.
- The acceptance letter inviting the applicant to the program should be signed and returned by the applicant within seven (7) days; the signed document will initiate the ATCP and TEA admission process (The acceptance letter includes an individual program completion plan, candidate agreement, and the audit documentation form).
- Upon acceptance of the invitation to ATCP, the applicant may now be referred to as the candidate.
Next steps after signing the acceptance letter:
- Register for the required ATCP orientation and use the registration link on the ATCP website.
- Select Student Services to register for ATCP456 course and the Certify Teacher subscription.
- Students who do not register for the course within 10 days of signing the acceptance letter or do not report to class by week two of the course, will be treated as a no-show and will be at-risk of being removed from the program.

(1) Pursuant to the Texas Education Code (TEC), §22.083, candidate must undergo a criminal history background check prior to employment as an educator; and
(2) pursuant to the TEC, §22.0835, candidates must undergo a criminal history background check prior to any classroom placement.

Each applicant and enrollee in the EPP of the following regardless of whether the applicant or enrollee has been convicted of an offense:
(1) the potential ineligibility of an individual who has been convicted of an offense for issuance of a certificate on completion of the EPP;
(2) the current SBEC rules prescribed in 19 TAC §249.16… and
(3) The applicant has the right to request a criminal history evaluation letter as provided in 19 TAC Chapter 227, Subchapter B
