CARES Act Compliance

The Coronavirus Aid, Relief and Economic Security (CARES) Act allocates funds to support individuals and businesses/organizations, including colleges and universities,
affected by the pandemic and economic downturn. Huston-Tillotson university has received funds under the CARES Act and is providing emergency assistance to as many students
as possible to help them meet their emergency financial needs during this challenging time.



Student Portion Quarterly Report – April 6, 2022

Huston-Tillotson University acknowledges that it signed and returned to the Department of Education a Certification and Agreement for Emergency Financial Aid Grants to Students under the American Rescue Plan Act. The university gives assurance that the institution will use $2,467,276 of American Rescue Plan Act funds to provide Emergency Financial Aid Grants to students.

  • The amount received from the Department pursuant to Huston-Tillotson’s Certification and Agreement for Emergency Financial Aid Grants to Students under the ARP Act was $2,467,276.
  • The total amount of Emergency Financial Aid Grants distributed to students under the American Rescue Plan Act as of March 31, 2022, was $2,467,276.
  • The estimated total number of students at Huston-Tillotson University eligible to receive Emergency Financial Aid Grants to Students under the ARP Act programs is 1,017 for FALL 2021 and 924 for SPRING 2022
  • The total number of Huston-Tillotson students awarded an Emergency Financial Aid Grant under American Rescue Plan Act as of March 31, 2022, was 1,017 for FALL 2021 and 924 for SPRING 2022
  • The method(s) used to determine which students will receive Emergency Financial Aid Grants under American Rescue Plan Act was the following:
    –Priority was to enrolled students with the lowest Expected Family Contribution (EFC) as determined by the results of the Free Application for Federal Student Aid (FAFSA). ARP Act emergency aid grants awarded was $1,100.00 per student for FALL 2021 and $1,462.66 for SPRING 2022.

The university gives assurance that the institution will use $2,467,276 of American Rescue Plan Act funds to provide Emergency Financial Aid Grants to students.

  • The amount received from the Department pursuant to Huston-Tillotson’s Certification and Agreement for Emergency Financial Aid Grants to Students under the ARP Act was $2,467,276.
  • The total amount of Emergency Financial Aid Grants distributed to students under the American Rescue Plan Act as of December 30, 2021, was $1,118,700.
  • The estimated total number of students at Huston-Tillotson University eligible to receive Emergency Financial Aid Grants to Students under the ARP Act programs is 1,017.
  • The total number of Huston-Tillotson students awarded an Emergency Financial Aid Grant under American Rescue Plan Act as of December 30, 2021, was 1,017
  • The method(s) used to determine which students will receive Emergency Financial Aid Grants under American Rescue Plan Act was the following:
    --First priority was to enrolled students with the lowest Expected Family Contribution (EFC) as determined by the results of the Free Application for Federal Student Aid (FAFSA). ARP Act emergency aid grants awarded was $1,100.00 per student.

Huston-Tillotson University is providing the following information as required by the U.S. Department of Education. This information is provided days after the university’s initial receipt of funding under the CARES Act Higher Education Emergency Relief Fund.

  • Huston-Tillotson University have signed and returned the certification and agreement form for the CARES Act Higher Education Emergency Relief Fund. Huston-Tilloston intends to use the funds received through the CARES Act to provide the mandated amount of at least 50 percent of the emergency financial aid grants to students.
  • Huston-Tilloston University has received $815,096 under the Higher Education Emergency Relief Fund student portion.
  • Of that amount, $815,096 has been distributed to students as of December 30, 2020.
  • HT determined that 941 students were eligible in Spring 2020 to participate in programs under Section 484 in Title IV of the Higher Education Act of 1965 and were therefore eligible to receive an emergency financial aid grant.
  • 1011 students have received an emergency financial aid grant as March 31, 2021.

Huston-Tillotson University is providing the following information as required by the U.S. Department of Education. This information is provided days after the university’s initial receipt of funding under the CARES Act Higher Education Emergency Relief Fund.

  • Huston-Tillotson University have signed and returned the certification and agreement form for the CARES Act Higher Education Emergency Relief Fund. Huston-Tilloston intends to use the funds received through the CARES Act to provide the mandated amount of at least 50 percent of the emergency financial aid grants to students.
  • Huston-Tilloston University has received $815,096 under the Higher Education Emergency Relief Fund student portion.
  • Of that amount, $786,641.11 has been distributed to students as of December 30, 2020.
  • HT determined that 941 students were eligible in Spring 2020 to participate in programs under Section 484 in Title IV of the Higher Education Act of 1965 and were therefore eligible to receive an emergency financial aid grant.
  • 920 students have received an emergency financial aid grant as December 30, 2020. Summer 2020 12 students were eligible to participate in the program. FALL 2020 an additional 88 students were eligible to participate in the program.

Huston-Tillotson University is providing the following information as required by the U.S. Department of Education. This information is provided days after the university’s initial receipt of funding under the CARES Act Higher Education Emergency Relief Fund.

  • Huston-Tillotson University have signed and returned the certification and agreement form for the CARES Act Higher Education Emergency Relief Fund. Huston-Tilloston intends to use the funds received through the CARES Act to provide the mandated amount of at least 50 percent of the emergency financial aid grants to students.
  • Huston-Tilloston University has received $815,096 under the Higher Education Emergency Relief Fund student portion.
  • Of that amount, $751,037.45 has been distributed to students as of September 30, 2020.
  • HT determined that 941 students were eligible in Spring 2020 to participate in programs under Section 484 in Title IV of the Higher Education Act of 1965 and were therefore eligible to receive an emergency financial aid grant.
  • 976 students have received an emergency financial aid grant as September 30, 2020. Summer 2020 12 students were eligible to participate in the program. FALL 2020 an additional 23 students were eligible to participate in the program.




90 Day Report Updated - August 30, 2020

An acknowledgement that the institution signed and returned to the Department the Certification and Agreement and the assurance that the institution has used, or intends to use, no less than 50 percent of the funds received under Section 18004(a)(1) of the CARES Act to provide Emergency Financial Aid Grants to students.

Huston-Tillotson University signed and returned to the Department of Education the Certification Agreement. The University was award $815,096 of the funds received under Section 18004(a)(1) of the CARES Act to provide Emergency Financial Aid Grants to students.

The total amount of funds that the institution will receive or has received from the Department pursuant to the institution’s Certification and Agreement [for] Emergency Financial Aid Grants to Students.

The total amount of funds that Huston-Tillotson received on May 4, 2020, from the U.S. Department of Education for distribution to students is $815,096.

The total amount of Emergency Financial Aid Grants distributed to students under Section 18004(a)(1) of the CARES Act as of the date of submission (i.e., as of the 30-day Report and every 45 days thereafter).

The total amount of emergency grants distributed to students under section 18004(a)(1) of the CARES Act for the Spring 2020 semester is $737,368.16.

The estimated total number of students at the institution who are or could be eligible to participate in the Federal student financial aid programs under Section 484 of the Higher Education Act of 1965, as amended, and thus are eligible to receive Emergency Financial Aid Grants to students under Section 18004(a)(1) of the CARES Act.

The estimated total number of students at Huston-Tillotson eligible to participate in programs under section 484 in Title IV of the Higher Education Act of 1965 and thus eligible to receive emergency grants under section 18004(a)(1) of the Cares Act is 941.

The total number of students who have received an Emergency Financial Aid Grant to students under Section 18004(a)(1) of the CARES Act. (For example, if you have not issued grants to students yet or have issued fewer than 10 grants, you should indicate that <10 students have received a grant)

The total number of Huston-Tillotson students enrolled in the Spring 2020 semester who received an emergency grant under section 18004(a)(1) of the CARES Act is 941.

The method(s) used by the institution to determine which students receive Emergency Financial Aid Grants and how much they would receive under Section 18004(a)(1) of the CARES Act.

The method that was used to determine if a student was to receive the Emergency Financial Aid Grant was the filing and submission of the 2019-2020 FAFSA with the Huston Tillotson University's school code. Students with an estimated family contribution (EFC) of $9,999 or less received an emergency grant in the amount of $824.08. Students with an EFC between $10,000 and $19,999 received an emergency grant in the amount of $739.90. Students with an EFC of $20,000 or more received an emergency grant in the amount of $695.05.

The total amount of funds that the institution will receive or has received from the Department pursuant to the institution’s Certification and Agreement [for] Emergency Financial Aid Grants to Students.
